AbstractEconomic growth and the welfare state have lengthened initial obligatory education; specialization is postponed; general education widens. Nevertheless, many youths in industrialized Europe leave school for work at 16; losers in the generalized school, they resist further learning. Schools should provide a variety of learning situations, and work experience should be given equal competence with academic learning. Where learning has been pleasant, adult education can be effective in achieving greater democratization and equality--whose forms must be decided by political authorities, not educationalists. For adults, the closer the connection between learning and living or working, the more effective the education. The trainer's task is arranging a work situation which makes informal learning go on all the time. A close cooperation between the school and the world of work will be necessary for both, and their integration must be carried out at the local level. Adult education will necessitate changes in work organization, to offer sufficient scope for learning and personal development. Co-determination, however, will have to take place within the general aim and framework of the management process. Equal opportunities can only be achieved within a total system which is a common responsibility, supported by the whole nation's financial resources. (AuthorAJ)
