Abstract | The "Journal on State School Systems Development" is an avenue for regularly incorporating into the available educational literature descriptive reports of studies, proposals, and legislative changes related to the legal or governmental structure within which schools are operated. Designed primarily for administrative groups, stdents of government, researchers, political scientists, legislators, study committees and commissions, State education agencies, and others interested in reorganization and the strengthening of school government, the journal's primary goal has been to keep the literature as current and up-to-date as possible. Articles presented in the Winter 1968, Vol. 1, No. 4, issue are: (1) "Wisconsin's New District Educational Service Agencies"; (2) "The Concepts and Problems of Planning-Programming-Budgeting System"; (3) "Population Characteristics and School District Planning"; (4) "The Multidistrict Local Education Agency"; and (5) "Selected Bibliography on Educational Organization and Reorganization."
