AbstractIn 1964, the Federal Republic of Germany (FRG) had about 30,000 foreign children and youths of school age. That number rose to about 159,000 in 1970-71; at the end of 1972, the population under 21 was estimated at 850,000. The Conference of Education adopted, in 1971, amplified and detailed recommendations on the education of foreign workers' children. At the same time, it instructed the conference's Committee on Schools to: (1) implement a regular information exchange by the advisors employed by the education authorities and (2) examine the possibilities of improving and supplementing the new recommendations. The paper covers the basic outlines of measures adopted (both in 1964 and 1971), and provisions adopted by the education authorities of the Laender. The provisions cover pre-school education; legal status; parent representation; primary and lower secondary levels; the upper secondary level; advanced teacher training; native language instruction; and information dissemination. Special activities include German as a foreign language, experimental school projects, research, and experimentation. The total number of migrant workers in the FRG in 1972 was 2,352,392, mostly from Turkey, Yugoslavia, and Italy; there were 211,135 migrant students attending institutions of full-time compensatory education.
