Abstract | Most of the recent expansion in public higher education can be attributed to demands for increasing the variety and number of educational programs, demands stemming from rapid population growth, and a clamor for innovation and alternatives in education. In meeting these demands, particularly in an environment of economic growth and an atmosphere of fiscal optimism, it should not be surprising that the implementation of new programs and the creation of new institutions would overshadow and outdistance the movement to coordination. However, while overshadowed, such movement never ceased, and as growth and expansion characterize Washington higher education, so do cooperation and integration. This report, containing early recommendations on enrollment distributions, institutional roles, academic instruction programs, and expansion in the number and capacities of community colleges, set the stage for many subsequent steps to coordinated programming in this state. The primary purpose of this draft outline was to broach the subject of comprehensive long-range educational planning and stimulate its discussion. Suggestions from institutions of higher education influenced the second version of the outline. This document contains the working draft of the planning outline that resulted from a third period of review and reaction. (Author/PG) |
