Abstract | Today local control over education seems to face the most serious challenge in its history. The movement to reform school finance raises the specter of the State assuming its formal consitutional powers and removing autonomy from the communities. Hence, it is argued, as the State takes over control of taxation and expenditures it will want to assure accountability for its dollars by becoming heavily involved in all educational decisions from curriculum to personnel to determination of snow days. This paper argues that the question of financial reform need only affect the revenue raising aspects of local control, and State inroads into fiscal support may only be partial at that. The author contends that local districts are already restricted in their options in the present financial context of heavy dependence on local taxation. The factors presently limiting autonomy are examined. (Author/JF) |
