Abstract | The guide reflects the experience gained in over two decades of work with developers of institutions in less-developed countries and focuses on the leader of a team of experts under contract to an external assistance agency such as the Agency for Inrernational Development (AID). Discussing the role of the team leader as mainly that of technical assistance and institution-building, topics considered are: (1) a perspective on institution-building, dealing with institutional variables, linkages, and special problems; (2) the role and objectives of the team leader as advisor; (3) his role as manager of external resources, guidelines for a resource applications, and administrative responsibilities; (4) the selection, guidance, development, and evaluation of the team members and the team leader's off-the-job environment; (5) the external assistance agency and the host government, the home institution and communications; (6) the development of a successful training program; (7) the dimensions, framework, and resources for project evaluations; and (8) the preparation of team leaders and team members for their professional roles and problems of working and living abroad. A reference list and an appendix offering AID program documentation concludes the document. (MW) |
