Abstract | The National Federation for the Improvement of Rural Education (NFIRE) Conference on the Emerging Role of Regional Service Centers (RESA), a gathering of educational leaders from 19 States, was held in January 1974 (Las Vegas, Nevada). It examined alternatives and resolved issues related to the development, organization, and operation of RESA's that serve non-metropolitan school districts. The conference was organized around 3 clusters of issues: (1) legislative and financial arrangements that provide RESA's with the authority and financial support they needed to be effective; (2) the roles and role relationships RESA's should seek to develop; and (3) services and service giving strategies that are most needed and most effective. Several alternatives were examined for their comparative consequences, both on the operations of RESA's and on the districts and students they seek to serve. These alternatives came from 2 sources: the varied patterns of operations represented and reported by conference participants, and the papers and the 3 general sessions of speeches delivered at the conference. Papers were presented in 4 simultaneous discussion groups, with an observer in each to report on the discussions. This publication, which contains a complete report of the conference proceedings, includes the conference program outline, the speeches, the conceptual papers, and the report of the discussion group observers.
