Abstract | Within the parameter of a given level of expenditure on the educational system as a function of time, this cost-effectiveness analysis examines all feasible ways of providing schooling in developing nations to see what levels of output each alternative method entails. Both technological and conventional alternatives are considered: degree of physical decentralization of the system; mix of instructional methods, including conventional instruction and the use of technology; time spent by the student in school in hours per day and days per year; the curriculum mix; and promotion, retention, and certification procedures. The costs of the alternatives are discussed, followed by a brief review of what is known about the alternatives in terms of their effects on student learning. Performance and cost information are then drawn together into a mechanism for evaluating alternatives in terms of a simple model of student progress through a school system. The paper concludes with two appendixes: the first surveys the literature concerning the benefits of education, and the second uses the developed model for an example cost-effectiveness analysis of elementary education in Indonesia.
