Abstract | Six priority problems of governance are discussed to parallel in part and to complement the Carnegie Commission on Higher Education list of priority problems. The Carnegie Commission suggests the six major problems concern: (1) the adequate provision for intellectual, academic, and administrative independence of the institution; (2) the role of the board of trustees and of the presidency; (3) collective bargaining for faculty members; (4) rules and practices governing tenure; (5) student influence on campus; and (6) handling of emergencies. The author suggests six additional concepts: (1) interdependence of higher education institutions complements independence; (2) the character of the boards of higher education; (3) loss of confidence in higher education; (4) the provision of good teaching; (5) provisions for meeting student needs; and (6) the overriding temper of the institutions that leads to emergency situations.
