Abstract | This monograph gives an account of the progress achieved in and the problems and criticisms directed at foreign aid for developing countries in the field of education. It offers suggestions for increasing the effectiveness of the process of international assistance. The author begins with a description of international educational development in the 1960's and then considers the educational needs of and the objectives for the 1970's. The publication documents the present flow of financial assistance by examining the assistance distribution and type and the aid administering agencies. Some of the problems and difficulties inherent in current educational assistance considered here include the fundamental questioning of the value of educational assistance, operational difficulties faced by the aid agencies, and organizational problems in the aid chain. The author suggests strategies and criteria, as well as measures of redeployment, in the planning of educational assistance. The discussion concludes with a summary of all suggestions presented.
