Abstract | During the National Institute of Education's (NIE) early years of growth, the director and his staff will be making many choices that will determine the NIE's organizational and managerial form and, inseparably, shape its effect on education. The purpose of this Working Note is to present a number of different strategies for the NIE that its managers can use as alternatives in making these choices. In presenting these strategies the authors first discuss some basic elements concerning organizational and managerial design and some of the most attractive combinations of these elements. Each of these combinations is called a strategy for the NIE. To add concreteness, each strategy is used to generate a fully detailed model of management procedure and organization for the NIE. The models are not intended as blueprints for implementation in a sequence of formally outlined steps, but rather as concrete examplars of the alternative strategies proposed for organizing and managing educational R&D.
