Abstract | This guide contains materials which are designed to assist rural school systems in assessing educational needs, in systematically planning strategies to develop an organization for an instructional program, and in applying for Title III funds. Instructions for a survey and an inventory of needs, suggestions for the allocation of resources according to needs and establishment of priorities, and ways to implement the program are included. The information about the content and organization of a written Title III proposal is programed and divided into two major divisions: the Case Commentary appears on the left hand side of each page, and the Illustrative Case appears on the right. Contents include "Statistical Data"; "Abstract," which contains a sample one-page proposal abstract;"The Community"; "Statement of Need"; "Objectives"; "Procedures"; "Emphasis"; "Planning"; "Participation of Nonpublic School Children"; "Evaluation"; "Dissemination," which suggests the use of press releases as a means of publicizing educational programs; "Qualifications of Professional Personnel"; "Facilities, Equipment, and Materials"; "Subcontracting"; and "Tax Effort."
