Abstract | Various considerations for a global approach to higher education are discussed. Emphasis is placed on the certainty of further growth, new problems and deficiencies of existing systems, and the search for new structures. Although global or integrated planning of post-secondary education is stressed, it does not imply global control. Rather, mechanisms which can coordinate and orient effectively the various components of the structure in view of desirable goals without generating a manifest or latent control leading to uniformization rather than to flexibility and to an increased capacity for change and innovation are necessary.
