Abstract	This document examines reform and development of higher education in France, Poland, and the Netherlands. Part I examines facets of higher education in France including the tasks of the universities: research, teaching, and development of higher training and continuing education; present structures of French universities; increase in student enrollment; degree course structures; decentralization of universities; and higher training and continuing education. Part II reviews higher education in the Netherlands including the purpose of university education; public and private university education; democratization of higher education; higher education and social and economic development; the expansion of higher education and research; and legal provisions concerning autonomy and unity, required educational standards, and internal organization. Part III, higher education in Poland, disucsses procedures and methods of planning, and the future organization of higher education. (MJM)
