AbstractThis document is the second in a series of three documents, which together contain 27 case studies on the uses of cost analysis in educational planning. The case studies are presented to help planners and administrators see how cost analysis can be used to improve the efficiency of their educational systems, or to get the best value existing resources. Topics examined in these eight case studies include the cost of introducing a reform in primary education in the Ivory Coast, the role of cost analysis in the 1962 reform of primary education in Madagascar, the use of educational cost models in planning the extension of compulsory education in Norway, marginal costs for marginal decisions about team teaching in Barbados, the role of cost analysis in planning a teacher-training program in Poland, and the costing of a program for expanded secondary education in Brazil. Other topics consider the use of cost-benefit analysis both as a guide to educational resource allocation in India and as a tool to compare the rates of return to education in Colombia. (Author/DN)
