AbstractThis report presents the preliminary results of an effort to identify and measure the benefits stemming from one kind of departure from the dominant departmental structure of the modern university. Because money costs of programs in higher education are easier to identify than benefits, a successful effort of this kind is a prerequisite to determining whether such a departure is worthwhile. Part one presents an economist's view of undergraduate education. Several of the possible outputs of higher education are described for the purpose of measuring the extent to which the structure of the Santa Cruz campus facilitates their production. Part two then reviews some major criticisms of structuralist reform. Part three looks at the organization and substance of undergraduate educational programs to see whether, in a collegiate university, significant educational programs can be mounted which are unlikely to arise elsewhere. Part four describes the collegiate structure of the Santa Cruz campus, beginning with a description of how decisions are made and closing with a set of hypotheses about the characteristics of Santa Cruz graduates. This is followed by an evaluation of the collegiate structure and with a specification and measurement of the benefits resulting from it. The paper concludes with some recommendations for supporting collegiate programs. (Author)
