Abstract | This document presents findings and recommendations of a resource group charged with providing background information and recommendations concerning enrollment for consideration in the development of a master plan for higher education in Connecticut. The resource group feels that public postsecondary institutions should serve the entire community and not merely one sector of it. Each member of the community should have the opportunity to receive the postsecondary education that he needs and desires. Because of this, the following recommendations are made to increase educational opportunities in the state: (1) at least lower-division education be made tuition free; (2) the open admissions policy at the community colleges be made operative by adequate funding; (3) off-campus courses offered by state colleges and the university be substantially increased; (4) courses to serve community needs be instituted or increased at all state postsecondary institutions; (5) graduate, summer, and extension courses be funded by the state; and (6) a central clearinghouse to process applications for the various admissions offices be established.
