Abstract | This review of operational vocational programs for handicapped students in Texas was conducted to: (1) ascertain areas of strength and areas which need support in order to make recommendations for future programming, and (2) develop proposal and self-evaluation guidelines. To gain necessary information, site visitations were made to 27 local school districts in Texas and to programs in 13 other states, where interviews were held with representatives from the disciplines of vocational education, special education, and vocational rehabilitation. Interviews were balanced between administrators, teachers, counselors, employers, interested citizens, Education Service Center administrators and professional staff, and Department of Education college professors. On the basis of interview data and a review of relevant research, recommendations were made for each level of program administration. These recommendations along with information secured from other states and descriptions of unusual programs and approaches are included in this report. A summary of the project activities is available as VT 019 712 and the guidelines for proposal evaluation and program self-evaluation are available as VT 019 713 and VT 019 714, respectively, in this issue.
