Abstract	This pamphlet summarizes a study made by the author, which focused on investigating the problems of the way our schools are financed, the arrangements for delivering educational resources to our students, the developing problems of collective negotiations, and the way our school systems are organized and interrelated. The author also examined State funding obligations as they relate to equality of educational opportunity. As a result of his study findings, the author recommends that the State of Massachusetts (1) redefine school district tasks, removing the more unmanageable ones; (2) mandate staffing levels in order to remove a major manifestation of inequality; (3) adopt Statewide approaches to the determination of appropriate salary levels; and (4) provide more support for district management through policy guidance and through encouragement of voluntary regional associations.
