Abstract | The first volume of an eight-part series (see EC 050 206 through EC 050 212) describes a task-based management system for special education programs which attempts to provide tools for the following activities: determining individual learner objectives, calculating manpower required to attain individual learner objectives, specifying manpower needs in terms of tasks and responsibilities, and evaluating staff performance in terms of attainment of learner objectives. Components of the management system which are treated in depth in later volumes, such as an extensive listing of behavioral characteristics and a visual display of 700 special education tasks grouped into 20 functions, are discussed briefly. Examined are features of the task-based management system relating to staff loading, manpower requirements, skill requirements and inservice training, cooperative decision making, program and staff evaluation, resource allocation, and program budgeting and accounting. The system is described as an educational communication system based on management techniques tied directly to pupil needs through staff responsibilities and tasks.
