Abstract | This first part of a comprehensive study designed to provide decision makers with an understanding of the needs and capabilities of occupational education in New England focuses on the number of individuals, especially dropouts, in need of occupational education and training as compared to the capabilities of the various institutions to meet such a need. There are currently 962,000 persons in New England who could benefit from occupational education, including the unemployed, subemployed, and labor force nonparticipants. Annual occupational training opportunities in New England can meet the needs of 376,000 persons, showing that there is a need for increased programmatic efforts. Most jobs require post-secondary training rather than a college degree. Funding for vocational education and job training in New England is inadequate. Improvement and expansion of manpower programs should include the development and piloting of a model delivery system to aid in cooperative regional planning. Numerous tables present the data. (AG) |
