| Abstract | The Operating Grants Formula of the Provincially-Assisted Universities of Ontario has as its purpose to provide an objective mechanism for determining the share of the total Provincial operating grant to be allocated to each university. Use of the formula for such distribution presupposes that the amount available will be sufficient, together with other major sources of income, to enable the university system to continue to function at least at its present level of excellence. This document presents a discussion of the structure and operation of the formula, some changes to the formula, some effects of operation of the formula, and some possible future developments in the formula.
