Abstract | This paper presents specific policies and regulations for business and noninstructional operations, personnel, students, and instruction. The report includes those special education policies and regulations needed to supplement a regular set. The inclusions are innovative rather than traditional and in keeping with the research literature. These policies could be typical for a 1,000-20,000 K-12 student population. However, the policies are purposively general and may be adapted to any school district. In lieu of tax rebate or voucher plans, the authors recommend that a home school district that does not have the requisite special education program pay at least part of a student's tuition to another district -- public or private -- that does have the program.
