Abstract | Developed as a result of nearly 3 years of development and revision, this evaluation system is designed to assist vocational education management in program planning, accountability, and reporting responsibilities. It was conceptualized within the framework of a management by objectives approach to program planning, but is compatible with other planning systems, and is flexible enough for adaptation to operational requirements of different states. The system insures a core of evaluative data for program planning, or for special studies of program effectiveness. State or local agencies can operate the system under the direction of one professional staff person (less than full time) with a full time secretary, with an additional operating cost estimated at 25 to 30 cents per student. The Center is prepared to assist vocational agencies in the states to install and adapt the evaluation system. Charts, forms and tables illustrate this document describing the system.
