Abstract	This document presents the proceedings of a conference held by the New England Board of Higher Education on public policy for the financing of higher education. Speeches presented were concerned with such topics as the inefficiencies in public policy toward the financing of higher education, the 1971 Federal Higher Education Act, imperative trends in state and regional planning, and the state of higher education in Washington. Panel discussions concerned: (1) the forms of public financing of higher education; (2) public responsibility for the financing of private higher education; and (3) the conditions associated with public financing of higher education. The keynote speaker for the conference was Senator Claiborne Pell of Rhode Island. (HS)
