Abstract | Educational television (ETV), as a demonstration project, as a possible means of reaching a target population of migrant Spanish-speaking Mexican Americans in the Southwest Region with low literacy backgrounds was studied. Two state departments (Arizona and California) and the University of Colorado were enlisted to participate in the project. The Southwestern Cooperative Educational Laboratory acted as systems manager to develop and produce components for a prototype instructional package for undereducated and illiterate Spanish-speaking adults. A two-day Adult Basic Education Conference was held to identify priority areas of need in ABE. Instructional elements that evolved from the conference were the development of paper and pencil materials, a delivery system for the video tape-player and pencil instructional package, and an active ABE clearinghouse. The conference also proposed the introduction of teacher-training programs for teachers and aides of Spanish-speaking adults in basic education programs.
