Abstract	The educational needs and aspirations of a large proportion of Europe's teenagers (13 to 18 years of age) and the provision that is or should be made for them are the subject for this study. Part I of the study describes the pace and magnitude of some of the main socioeconomic changes that are transforming the face of Europe in the second half of this century. Particular emphasis is given to those aspects which most affected the lives of young people who receive only the minimum compulsory schooling before entering employment as apprentices or unskilled workers. Parts II, III and IV review the steps being taken by the education and other authorities responsible for the education and training of these young people to strengthen their capacity to respond to this challenge. Some implications for the recruitment, training and professional development of their teachers are explored briefly in Part V. Part VI attempts to suggest answers to two questions: (1) Is the educational response adequate to meet the socioeconomic challenge? and (2) What more needs to be done? Publications of the Council for Cultural Co-operation related to Education in Europe as well as Companion Volumes are listed. The addresses of sales agents for the Council's publications are given.
