Abstract | The San Francisco Unified School District applied for a grant under Title III, Elementary and Secondary Education Act of 1965, to fund a program that would organize a media specialist, a resource teacher, and a classroom teacher into a "Communication Arts Team." The program would redefine and expand the role of each member of the team as they plan and pilot the reading/language arts teaching strategies at a newly integrated elementary school. It was hoped that the multimedia program thus developed would bring about a significant improvement in the mechanical aspects of reading and improve the student's communication skill as he moved from articulation and recording of his experiences to reading the printed word. The grant proposal describes the determination of need, planning, rationale, survey of previous programs, and the objects of the proposed program. It lists the methods to be used to evaluate the program and to disseminate information about the program and inventories the facilities, equipment, and materials necessary to run the program for two years.
