Abstract | The study investigates the adequacy of pension plans and severance pay for defense workers in the event of defense cutbacks. Pension plans were examined on the basis of a sample of firms in the defense and nondefense sectors, matched by size and industry. The study finds that benefit provisions of defense industry plans are similar to those in nondefense industry, but that the financial characteristics and experience differ significantly. This is because the defense firms employ the same funding methods and actuarial assumptions, not taking account of differences in employment history and prospects. The study finds that, overall, the pension plans and severance pay for defense workers are not well-suited to provide adjustment benefits to displaced defense workers. (Author/BC) |
