AbstractThis study was designed to acquire and synthesize research and development information regarding selection and evaluation of teachers which could be used by practicing administrators, teachers, and board of education members to improve school personnel practices. There was a systematic search of the literature, and questionnaires and interviews were used to collect information about the current practices of 67 school districts, 95 businesses, and 19 government agencies in all regions of the United States. Contrasts and comparisons were made from the data obtained and results indicated that school districts vary considerably in their practices, many of them are not implementing recent research findings, and in general they are not using practices which industry considers routine. There seems to be agreement that teacher selection and evaluation procedures should permit improved learning conditions for children and facilitate administrative decisions, should be cooperatively planned by teachers and administrators, should be understood by all personnel involved, and should be checked periodically for sources of errors. Six major interrelated trends emerged and the incorporation in a personnel system is considered not only possible but desirable. These trends include a systems analysis approach, management by objectives, external evaluation, and concurrent analysis of the results of product and process in a specific situation to obtain feedback for correction of individual problems.
