| Abstract | This conference was the 11th in a series of conferences attended by Vice-Chancellors from developing countries. This report presents: (1) summaries of the program discussions (centering around aid policy and machinery), and the progress, problems and needs of overseas universities; (2) a review of the Canadian, American, British, and West European aid programs, including some general observations on aid programs; and (3) discussions of efforts at regional cooperation in the developing countries among university organizations and administrations in those areas. Included in the appendices are: (1) a speech by Lester Pearson; (2) a review of Inter-University Council services; (3) manpower and training activities of the Inter-University Council; and (4) a list of conference participants.
