Abstract | This paper proposes an Evaluator Development Program to meet the need for improvement and development in educational evaluation. The objective is to enhance effective evaluation processes in elementary, secondary, and higher education through the institutionalization of evaluator roles within differential settings. The program involves the development of the educational middleman, or evaluator, and consists of two major components: (1) the Evaluator Task Development Project and (2) the Position Development Project. The first mentioned is designed to identify and select evaluative tasks; to identify skills and competencies necessary for performance of these tasks; to design relevant instructional materials and processes; and to field test these materials with persons assigned evaluation positions in various educational settings. The Position Development Project is designed to institutionalize the tasks identified and developed in the first stage into positions within educational settings. The Program is outlined, the Task Development Project is described in detail, and activities related to the Position Development Project are summarized. (CK) |
