Abstract | During 1969 and 1970, the Day Care and Child Development Council of America, Inc. (DCCDCA) provided technical assistance to citizens' committees formed in a number of communities and states to participate in the federally sponsored Community Coordinated Child Care (4-C) Program. This summary of the pilot 4-C program includes background, results, success factors, highlights of findings and recommendations, and is condensed from a 506 page final report (PS 004 455) on the program submitted by the DCCDCA to HEW's Office of Child Development.
