Abstract | This paper considers 5 positions on federal aid to higher education with particular reference to the groups which support or oppose these positions and the apparent political viability of each. The 5 positions are: (1) fuller funding of present programs, both for student aid and institutional support; (2) substantial new programs for student aid, especially for the disadvantaged, and other new programs designed to serve this group; (3) student loan bank proposals; (4) general aid or institutional support plans; and (5) an emphasis on educational "innovation", research and evaluation, as a substitute for other aid programs, with some emphasis on aid to students and the disadvantaged but not aid to institutions. Part II of this paper is devoted to a more extensive analysis of the student loan bank alternative and its political implications. (AF) |
