Abstract | Requirements of a comprehensive approach to adult and continuing education in Quebec are set forth, with particular attention to individual and social needs in a changing world as well as to short-and long-range educational objectives. Proposals are offered for serving the unemployed and other groups, reshaping content and methodology, allocating adult educational responsibility, and defining the role of provincial and national governmental agencies. Finally, the report calls for a well-defined policy understood by all interested parties; greater attention by educators and economic and social policy makers to adult education; treatment of adult students as mature, autonomous individuals; formation of clear, precise objectives and procedures, preferably by the Quebec Office of Planning and Development; broader based participation in provincial program planning; improved statistical and other information services; greater status for the adult education profession; launching of a special three-or five-year campaign; and gradual removal of traditional distinctions among levels and between general and vocational adult education.
