| Abstract | One of the essential factors in the economic development of nations is the attainment of a manpower mix which is strategically suited to current development problems, and which will also provide a catalyst for improvement and change. A review of the literature indicates that, although education per se is important, individual countries must practice different strategies of manpower development at different stages in their economic development. The thesis of this report is that for Southeast Asian and developing nations in general, middle manpower development, and the kinds of institutions needed for such development (technical colleges, junior colleges, post-secondary vocational schools, business colleges, nursing schools, etc.) should be given top priority in the decade ahead. In this report the importance of middle manpower is discussed in general and in Southeast Asia in particular. A brief overview is given of economic development in Malaysia, followed by a look at Malaysia's economy. Malaysia's present manpower mix is discussed in detail, as well as the country's educational system and its commitment to manpower development. The report concludes with a proposal for the establishment of a system of comprehensive junior colleges designed to meet Malaysia's manpower needs. (AF) |
