AbstractThe first section of this special report defines differentiated staffing and gives the opposing points of view of supporters who believe that it is needed to upgrade the quality of instruction, provide more individualized learning programs, and encourage good teachers to remain in the classroom, and of opponents who regard it as a form of merit pay. The need for the full participation of all the teaching staff in the design of the program is stressed, and some of the more common pitfalls and misunderstandings are outlined. Three profiles are included of school districts which have initiated differential staffing programs: 1) Temple City, Calif., where the successful organization of Oak Avenue Intermediate School is discussed in depth; 2) Cherry Creek, Colo., where three elementary schools have used differentiated staffing with varying success, where a junior high school staff is divided over the idea, which has not yet been implemented, and where the senior high school staff is strongly opposed to the idea; and 3) Kansas City, Mo., where a new elementary school and junior high school were designed and the staff selected for differentiated staffing, and where preliminary findings suggest that the programs are succeeding. A list of 28 school districts throughout the country gives brief descriptions of other differentiated staffing programs already functioning or in the planning stage. (MBM)
