Abstract | A discussion of the problems involved in developing a valid program for cooperation in international education begins by stressing the distinction between education and schooling: the first an age-old experience derived from the whole culture, and the second a relatively new concept devoted to mastering material which someone has decided is important for the success or security of the community or individual. International education should encourage the discovery of new ways of understanding situations or mastering comprehensive learning techniques. It should deal with society's current needs and use the cultural resources of all countries. The underdeveloped and the advanced nations each have their own problems, but each can contribute something of great value if national self-interest and the old imperial-colonial attitudes can be overcome. With the increasing rapidity of change in all countries, there is a worldwide need for viable educational programs which will transcend national boundaries. UNESCO is an existing agency which, given sufficient support by the major nations, could serve as the focus for national, professional, and institutional initiatives for genuine cooperation before it is too late.
