Abstract | Attention is directed in this document to the North Dakota State Department of Public Instruction and its necessary role in refining and implementing a comprehensive plan for educational improvement in North Dakota. The thesis is advanced that expanded leadership at the state level is crucial for educational improvement in North Dakota. It is also noted that the prime function of the state education agency must be to exercise leadership in the management of the state's resources for education. Discussion centers around the following state-level leadership functions: diagnosis of educational problems, formulation of program strategies, demonstration and dissemination of ideas for instructional innovation, management of funds, administration of state and federal funds, administration of the State Foundation Program, planning and evaluation of programs, maintenance of quality controls on education, and development of organization for administrative functions.
