Abstract | The late 19th and early 20th centuries were the period of rapid urban development fostered by industrialization. This was also the period of system-wide development of city school districts funded by favorable tax bases from industrial property and from a complete cross-section of social strata. The first consolidation of districts began within the cities and, at least as an ideal, an elitist concept governed the selection of persons for a place on relatively autonomous school boards. Population shifts, decentralization of industry, and demands for local control have each served to erode the position of city boards. It is currently possible to see a trend toward more representative boards, having greater citizen involvement. Decentralized, federated school systems are in sight with the board free to become a more effective political force. Along with more force will come more responsibility because the board will be held increasingly accountable for the results of public education. (DE) |
