AbstractThis report on the role and character of interinstitutional cooperation as a tool for strengthening international education rests on 2 convictions. They are that interinstitutional cooperation offers the best available means both for bringing about change in higher education, particularly in regard to its international component, and for self-help in the magnitude that the development of international education requires. From the emerging structural variations of cooperative arrangements, it is clear that planners are considering the substantive goals of cooperation along with new administrative patterns. Incentives and deterrents to cooperation and the scope of cooperative efforts will help define the types of programs institutional groups adopt. These can range from curricular offerings, to faculty and/or student exchanges, to the development of more effective methods of intercultural communication. To plan and carry out cooperative programs, a variety of organizational arrangements have been designed. Three types of cooperation for international education have emerged: the ad hoc group, consortium, and council. Within these, according to emphasis, there are organizational alternatives and differing operational functions. Meagre financial support for international education makes interinstitutional cooperation the only way most universities can continue or promote international programs. Examples of 19 consortia-type arrangements with international programs are contained in the Appendix. (JS)
