AbstractPhase I of the Master Plan for Higher Education in Maryland sets forth an assessment of the needs for and of higher education in the state, and develops a design for meeting these needs. The purposes of the Plan are to provide for the most effective and economical use of the state's educational resources, to make the commitment of the state to higher education clear, to articulate a public policy for educational development, and to increase the citizens' understanding of the problems that face higher education in the future. Chapter I contains the purposes, goals, and objectives of the Master Plan. Chapter II provides the statistical background, the current situation, and projections of future enrollments and costs of higher education. Chapter III reports on the concerns and problems of higher education in Maryland, their relevance to national and international trends, and how these issues affect the relationships between faculty, students, programs, and facilities. Chapter IV presents recommendations for a coordinated system of quality education in Maryland. Phase II of the Plan will continue the discussion of overall higher education planning, but will deal more specifically with the refinement and development of projections, instruments and standards referred to in Phase I. The entire Master Plan will provide for the continuous adaptation of the higher education system to the changing needs of Maryland. (WM)
