Abstract | Process guidelines for adult education program development were identified by means of a detailed search of selected literature. Definition of the program development process includes (1) selection of educational objectives, (2) selecting and organizing learning experiences to achieve objectives, and (3) evaluation. Publications since 1950 were selected based upon the criteria of general excellence, authority of the writer, pertinence, and timeliness. The four types of evidence used for support of guidelines in order of their value for the study were findings of research, statements of educational authorities, reports of experience, and untested opinions of authors. It was found that the three component parts of program development were interlocking parts of one whole process. The large number of guidelines identified in the study were hierarchically arranged under the six major headings of (1) selecting objectives, (2) relationship of objectives to learning experiences, (3) selecting and organizing learning experiences, (4) evaluation of the extent to which objectives have been achieved, (5) the relationship of selecting objectives to evaluation, and (6) the relationship of selecting and organizing learning experiences to evaluation.
