| Abstract | This monograph is devoted to the first Ford Foundation Gray Area Project in Oakland, California. In 1961, the Foundation granted $2 million for an interagency project whose goals were to: (1) reverse the process of social disorganization, (2) accelerate the integration of newcomers, (3) salvage and improve human resources, (4) preserve a socioeconomically balanced community, and (5) strengthen the community's institutions as vehicles for achieving these objectives. Discussed are the history of Oakland, the organization of the project, the roles and activities of the various community organizations, and programs for youth. Also described are a survey of the Castlemont area of the city and economic opportunities in Oakland. Throughout the monograph efforts are made to assess the project, although it is noted that a rigorous design for evaluation was not part of the Foundation's original requirements. (NH) |
