Abstract | THIS PUBLICATION IS THE PRODUCT OF A FIVE-WEEK SEMINAR HELD IN 1964. THIS SEMINAR, WHICH BROUGHT TOGETHER OUTSTANDING SCHOLARS AS WELL AS KEY FIGURES OF NATIONAL GOVERNMENTS AND INTERNATIONAL AGENCIES, CONSIDERED EDUCATIONAL PLANNING AS A MEANS OF ADVANCING EDUCATION AND OF LINKING EDUCATION MORE EFFECTIVELY TO OVER-ALL ECONOMIC AND SOCIAL DEVELOPMENT. THE REPRESENTATIVES WERE PRIMARILY FROM LATIN AMERICA, WESTERN EUROPE, AND THE UNITED STATES BUT ALSO INCLUDED SOME FROM ASIA AND AFRICA. THE MAIN AIM OF THE SEMINAR WAS TO BRING INTO SHARPER FOCUS A VARIETY OF KEY QUESTIONS AND PROBLEMS WHICH CONFRONT EDUCATIONAL PLANNERS IN DEVELOPING COUNTRIES. THIS WAS DONE BY PRAGMATICALLY EXAMINING THE ACTUAL EXPERIENCES OF A PARTICULAR AREA--LATIN AMERICA. MAJOR IDEAS DISCUSSED WERE--(1) ECONOMIC, SOCIAL, POLITICAL, AND EDUCATIONAL CONDITIONS IN LATIN AMERICA WHICH AFFECT EDUCATIONAL PLANNING, (2) THE PROGRESS MADE IN EDUCATIONAL PLANNING, (3) EFFECTIVE LINKING OF ECONOMIC AND SOCIAL DEVELOPMENT TO EDUCATIONAL PLANNING, (4) PLANNING FOR FACILITATION OF INTERNAL CHANGES IN EDUCATION, (5) CONTRIBUTIONS OF EDUCATIONAL PLANNING TOWARD COORDINATION AND MAXIMUM EFFECTIVENESS OF EXTERNAL AID FOR EDUCATION, AND (6) ORGANIZATIONAL AND ADMINISTRATIVE ARRANGEMENTS NEEDED TO ENSURE THE IMPLEMENTATION OF EDUCATIONAL PLANS.
