Abstract | TO COUNTERACT BUREAUCRATIC STAGNATION, ENCOURAGE SELF-DEVELOPMENT, AND USE WORKERS EFFECTIVELY, SINCE 1957 THE CIVIL SERVICE COMMISSION HAS EMPHASIZED CONTINUING EDUCATION. CASE STUDIES OF THE INSTRUMENT TECHNICIAN TRAINING PROGRAM AT ALAMEDA NAVAL AIR STATION AND MCCLELLAN AIR FORCE BASE AND THE INTERNAL REVENUE SERVICE AUTOMATED DATA PROCESSING RETRAINING PROGRAM INDICATE THAT SUCCESS DEPENDS ON EARLY IDENTIFICATION OF OBSOLETE SKILLS AND ANTICIPATION OF FUTURE REQUIREMENTS, COUPLED WITH SCREENING PROCEDURES AND CAREFULLY DESIGNED TRAINING COURSES. OCCUPATIONS REMAINING IN DEMAND AFTER NEW METHDS AND MACHINES HAVE ELIMINATED ROUTINE OFFICE AND PRODUCTION JOBS WILL CALL FOR A HIGH DEGREE OF LITERACY AND VERBAL SKILL. BY INCLUDING PERSONNEL SPECIALISTS IN EVERY PHASE OF PLANNING, EVEN IN THE STUDY GROUP ANALYZING OR PROPOSING APPLICATIONS OF AUTOMATION, APPROPRIATE JOB SPECIFICATIONS CAN BE DESIGNED AND TRAINING PROGRAMS FOR CAREER DEVELOPMENT INITIATED. FEDERAL AGENCIES HAVE A DUAL RESPONSIBILITY TOWARD AUTOMATION IN THE FUTURE--TO ASSURE HUMAN CAPABILITY TO INCREASE THE EFFECTIVENESS OF AUTOMATION AND TO MINIMIZE ADVERSE IMPACT UPON EMPLOYEES.
