AbstractINTERGOVERNMENTAL FISCAL RELATIONS ON THE NATIONAL, STATE, AND LOCAL LEVELS WAS THE FOCUS OF THIS STUDY ON VOCATIONAL EDUCATION. A HISTORY OF FEDERAL GRANTS-IN-AID TO VOCATIONAL EDUCATION WAS TRACED FROM THE SMITH-HUGHES ACT OF 1917 TO THE VOCATIONAL EDUCATION ACT OF 1963. THE SPECIFIC AREAS INVESTIGATED WERE (1) THE POSSIBILITY OF IMPROVED PROCEDURES FOR THE ALLOTMENT OF FEDERAL FUNDS AND (2) THE EVALUATION OF THE EXTENT TO WHICH FEDERAL AID HAS STIMULATED STATE AND LOCAL EXPENDITURES FOR VOCATIONAL EDUCATION. RECOMMENDATIONS AND CONCLUSIONS OF THE AUTHORS INCLUDED--(1) PROVISION FOR ALL FEDERAL AID IN THIS AREA SHOULD BE CONSOLIDATED UNDER THE VOCATIONAL EDUCATION ACT OF 1963, (2) STATE-LOCAL SPENDING SHOWED NO PERCEPTABLE PATTERN OF RESPONSE WHEN FEDERAL ALLOTMENTS WERE INCREASED IN SOME STATES AND DECREASED IN OTHERS, (3) IF PREVIOUS VOCATIONAL-EDUCATION BILLS ARE TO BE RETAINED, ALLOTMENTS BASED ON POPULATION SHOULD USE ANNUAL STATISTICS RATHER THAN DECENNIAL STATISTICS, (4) POPULATION ESTIMATES SHOULD BE ADJUSTED FOR MILITARY PERSONNEL AND THOSE ENROLLED IN COLLEGES AND UNIVERSITIES, AND (5) FUND MATCHING REQUIREMENTS FOR THE STATES, ALLOTTED EXTRA FUNDS AFTER POPULATION EQUALIZATION, SHOULD BE EASED.
