Abstract	The overall objective of chi5 paper is Co review che Bank's policies and practices regarding che socioeconomic analysis of education projects. Forth/ three appraisaL reports of Bank-financed educacion projects constituted the data set for this review which was done against benchmark information contained in the Guidelines^, che Bank's sector paper on Education Development and post-evaluation findings. The paper contains five chapters. The objectives, scope of the study and che review methodology are presented In the Introduction (Chapter I). The review results are reported in Chapters II to IV, which center around ten topics considered relevant in the socioeconomic analysis of education projects. Chapter II discusses for che DMCs concerned: (i) che harmony between policy framework and project objectives; (Li) che education system and its performance; and (ill) manpower considerations and external efficiency. Chapter III presents chu following topics: 30c Lai and financial considerations. cost-benefit analysis, cost-effectiveness approach and risk assessment The fourth chapter presents the framework for project justification and the Benefit Monitoring and Evaluation System. Finally, the main conclusions arc* presented in Chapter V
