(DIPF/Orig.). Cooperation is not only a central mode of coordination in municipalities as educational fields, but the central practice in successful democracies and core element in human coexistence in general. The state of research on the educational landscapes as in innovation program and on the historical-institutional dimension of municipalities as providers of educational infrastructure shows that there is no well-founded understanding of processes of alignment and co-construction in the context of municipal education system development. Taking up this desideratum constructively, a theoretically controlled participant observation of a municipal development process is used to illustrate the importance of structural parameters for a co-constructive interaction of different system levels oft he educational dimension in municipalities. The result is hypotheses on the conditions of alignment behavior and co-construction (not only) in the context of regional education system development, which should ideally also stimulate practical development projects in addition to empirical tests.
