In their report on "Opening, transmission, networking: Collective way to an Open University" Sabine Remdisch and Ralph Müller-Eiselt describe the concept as a necessary consequence of the educational and economic situation. They also see the need to modernize education and training opportunities. Modernization, in this case means, the adaption to modified (not necessarily lower) educational requirements, e.g. motivational and graduation profiles. Aim of the measures is an increase in the study rate on age group, study success rate and the participation in continuing education at universities. While the vocational training system is the responsibility of federal government, the universities are a matter of the federal states. Therefore there will probably be lots of federal-specific solutions. The model of Lower Saxony is presented here. (HDZD/text adopted). |
